Greater Chillicothe & Ross County Development highlighted partnerships and planning at the annual Celebration Breakfast held at the Chillicothe Country Club on December 3, 2025. Keynote Speaker Kristina Clouse, JobsOhio Managing Director of Talent, and Matt Abbott, President & CEO of OhioSE, topped the morning’s agenda.
Since 2011, OhioSE and JobsOhio have partnered with Ross County to create over 1,215 new jobs through 42 projects, resulting in over $349 million in fixed asset capital investment. Over $3.7 million has been invested in site development in Ross County, including over $199,000 in OhioSE Site Readiness Funds.
Tammy Eallonardo, Director of GCRCD, thanked the many stakeholders who have actively met with and supported the county following the recent closure of the paper mill. Local photographer Matt Day was honored for commemorating the final days of operation on film. A framed print of a photo dubbed “The Last Roll” was presented to GCRCD Chairman Susan Gearhart. The presentation was followed by a ‘Welcome” to Chillicothe’s newest employer – US Medical Glove.
To round out the meeting, Ross County Director of Planning Devon Shoemaker, along with consulting team members Matt O’Rourke, American Structure Point, and Ryan Scribner, The Montrose Group, provided an update on the Ross County Comprehensive Plan which could be completed as early as May 2026.
As the year comes to a close, GCRCD is laser-focused on site development, infrastructure improvements and project attraction. With multiple projects currently underway, 2026 promises to be a strong year for Ross County.
